The theme is “America’s 250: Save the Nation.” Eleven years in, this is their largest gathering yet, and the agenda covers elected officials at every level of government, faith leaders, pro-life advocates, expert panels, and committee meetings on model legislation.

Israel Is on the Legislative Agenda

It’s not tucked away. Right there alongside protections for children and the unborn, you’ll find legislation recognizing Israel’s sovereignty over Judea and Samaria, plus a separate item explicitly honoring and supporting the State of Israel.

Judea and Samaria aren’t neutral geographical terms either. They’re the heartland of the Land promised to Abraham, Isaac, and Jacob. When legislators write those words into proposed law, they’re not making a political statement, they’re making a biblical one.

Part of the NACL’s Moral Inventory

Pull up the NACL’s issue list and you’ll recognize what you’re looking at immediately:

• NACL leadership regularly leads legislative delegations to Israel to tour holy sites and meet with Israeli officials. This has always reinforced what they term an “unbreakable bond” with the Jewish nation. 
• The NACL champions legislation called the “Recognizing Judea and Samaria Act”. This urges governments to officially stop using the term “West Bank” and replace it with biblical geographical names like “Judea and Samaria.”
• Sanctity of life from conception. The prohibition against shedding innocent blood runs through the entire Hebrew scriptures.
• Marriage between one man and one woman. This goes back to creation, not to any political party.
• Protecting children from gender transition procedures. Children are described throughout Scripture as an inheritance, something entrusted, not something to experiment on.
• Opposing inappropriate material for minors. Every civilization that lasted more than a few generations understood this instinctively.

These positions have been consistent across thousands of years of moral tradition.

Israel and Christian Legislation: Common Enemy 

Here’s what’s worth paying attention to. The ideological forces working to strip Israel of its sovereignty over Judea and Samaria are, in many cases, the same forces pushing abortion as healthcare, gender ideology into classrooms, and the erosion of family structure across the West.

Moral relativism doesn’t stay in one lane. Once a culture decides that life has no fixed value and that children have no fixed innocence, it tends to lose its footing on everything else too, including who a land belongs to and why that matters.

The NACL seems to understand this. Their platform on Israel and their platform on life and family aren’t two separate agendas. They’re one worldview applied consistently across different arenas.

NACL Founder and Trips to Israel

Jason Rapert, Former Arkansas State Senator, is also founder and president of the NACL.  In 2025, he led a delegation to Samaria that was hosted and guided by Yossi Dagan, who heads the Samaria Regional Council. Rapert had also visited Israel in 2013, 2018, and 2026. They are aligned around pro-Israel sovereignty messaging, especially support for “Judea and Samaria” terminology in opposition to the official use of the  term “West Bank.”

Their relationship is best understood as an alliance between an America and Judea Samaria. Rapert brings U.S. legislative and Christian Zionist support through the NACL, while Dagan provides local Israeli political leadership and outreach in Samaria.

 

Why This Moment Matters

The NACL conference is celebrating America’s 250th anniversary and their 11th in-person gathering. The founding generation of 250 years ago understood, and said so publicly, that self-governance only works for a people with a moral foundation. 

The NACL puts Israel’s sovereignty over Judea and Samaria in the same document as protections for the unborn, for children, for family, for marriage. It’s making a theological calculation, not just a political one. 

And most importantly, Christian lawmakers and Israel aren’t allies of convenience. They’re reading from the same moral framework, facing the same forces that want to dismantle it, and drawing the same conclusions about what’s worth defending in life.

The ancient promise still holds: “Pray for the peace of Jerusalem: may those who love you be secure” (Psalm 122:6).
