Jason Rapert, Former Arkansas State Senator, is also founder and president of the NACL. In 2025, he led a delegation to Samaria that was hosted and guided by Yossi Dagan, who heads the Samaria Regional Council. Rapert had also visited Israel in 2013, 2018, and 2026. They are aligned around pro-Israel sovereignty messaging, especially support for “Judea and Samaria” terminology in opposition to the official use of the term “West Bank.”
