Guterres Condemns Israel Over UNRWA Qalandia

Guterres condemned Israel over the UNRWA Qalandia compound after Israeli forces evacuated the facility in Kafr Aqab, north of Jerusalem. UN Secretary-General António Guterres demanded that Israel revoke legislation that impedes UNRWA’s activities and condemned Israeli actions at the compound, according to reports on the UN response.

The statement came after Israeli authorities moved at the UNRWA facility in Qalandia, also spelled Kalandia in UN documents. UN officials say the site remains United Nations premises and is protected by international law and UN immunity. Israel, however, has argued that UNRWA’s role changed after October 7 and that the agency can no longer operate in Israeli sovereign territory as before.

It is about whether the world can honestly weigh a humanitarian agency’s stated mission against the accusations, failures, and terror-linked scandals that have shattered Israeli trust.

Guterres UNRWA Qalandia Response

Guterres demanded that Israel revoke the legislation restricting UNRWA’s activity. He also condemned what he described as Israeli actions against UNRWA facilities in Palestinian territories, calling the measures unacceptable. The UN position rests on the claim that UNRWA facilities remain protected and that Israel must respect the agency’s privileges and immunities.

UNSCO issued a same-day statement from Dr. Ramiz Alakbarov, the UN Special Coordinator for the Middle East Peace Process ad interim. He condemned the Israeli entry and seizure of the UN facility in eastern Jerusalem and urged Israel to withdraw from the site. His statement said the Kalandia Training Centre serves Palestinian refugee youth and warned that the move could harm education access.

Israel views the issue through a different lens. After October 7, Israeli lawmakers moved to restrict UNRWA activity inside Israeli sovereign territory, citing the agency’s alleged ties to Hamas, incitement concerns, and the broader collapse of Israeli trust in the organization.

UNRWA’s Post-October 7 Problem

However, humanitarian work does not erase accountability. If any agency operating under a UN flag becomes compromised by terror-linked activity, Israel and the United States both have reason to demand a different model.

Jerusalem, Sovereignty And Lawful Aid

The United States has a major stake in this debate because American money, diplomatic cover, and UN policy have long shaped UNRWA’s survival. Washington cannot treat the agency as just another aid organization when Israel, its closest Middle East ally, sees it as part of the ecosystem that helped normalize hatred and preserve conflict. Any future aid structure must protect civilians without protecting Hamas networks or anti-Israel incitement.

The Israeli stake is more immediate. Jerusalem cannot accept a system in which international bodies claim immunity while ignoring the security consequences that Israel faces. At the same time, Israel will need to show that any replacement services in Kafr Aqab or elsewhere serve residents better, not merely remove UNRWA from the map.

The United States and Israel carry separate covenantal missions before God, and the UNRWA dispute tests both through the relationship between mercy and truth. America’s covenantal responsibility demands generosity disciplined by moral clarity, so aid does not finance institutions that undermine allies or excuse terror. Israel’s responsibility demands sovereignty in Jerusalem, but also public authority that serves life, order, and justice.

Guterres has chosen to defend UNRWA’s legal standing. Israel is arguing that the agency’s moral standing has already collapsed. The gap between those two positions will keep shaping the future of Jerusalem, Palestinian aid, and the wider struggle over whether international institutions can still be trusted after October 7.
