Israel Katz Warns Palestinian Authority of Full-Scale War

Israel Katz warned the Palestinian Authority on Monday that Israel is preparing for a full-scale military response if PA security forces turn their weapons on Israelis. The defense minister said the same response would apply if Israel obtains certain intelligence of an impending October 7-style assault. Prime Minister Benjamin Netanyahu and Katz have instructed the IDF to prepare for that possibility, according to Katz.

The warning followed a stabbing attack at Maoz Yehuda Farm in Samaria. An Israeli man in his 20s suffered moderate-to-serious wounds after a Palestinian attacker stabbed him and fled. IDF troops later located the attacker near his vehicle. The military said he tried to stab soldiers before an IDF commander shot and killed him.

Katz’s statement was conditional and did not accuse the Palestinian Authority of carrying out Monday’s stabbing. Instead, he drew a red line around a different scenario: PA security bodies joining an organized attack against Israeli forces or Jewish communities.

Nehemiah 4:14 speaks with unusual relevance to that responsibility: “Fight for your brothers, your sons and your daughters, your wives and your homes.” After October 7, Israel’s security doctrine cannot depend on assuming that a dangerous development will remain contained. The government’s message is that warning signs must be confronted before they become another mass-casualty attack.

Israel Katz Warns Palestinian Authority Against October 7 Scenario

Katz said Israel would act if PA security forces or affiliated bodies opened fire. He also included a scenario in which Israeli intelligence established with certainty that such forces were preparing a major attack. Under those conditions, Katz said the IDF would target senior PA officials, security mechanisms, affiliated bodies, and terrorist infrastructure throughout Judea and Samaria.

The defense minister also said Israel would not permit a return to years of sustained intifada-style violence. He described terrorism in Judea and Samaria as currently being at its lowest level in decades. Israel, he said, intends to preserve that security stability through aggressive counterterrorism operations and stronger Jewish communities.

Netanyahu separately praised the troops who killed Monday’s attacker and wished the wounded Israeli a speedy recovery. “No terrorist has a hiding place,” he said. Netanyahu pledged that Israel would continue pursuing terrorists, those who send them, and terrorist infrastructure throughout Judea and Samaria.

The warning comes during a period of intensive Israeli counterterrorism activity in the area. Just one day earlier, Israeli forces announced the arrest of ten Hamas operatives in Aqaba. Troops also uncovered a rocket, an M16 rifle, and explosives intended for producing explosive devices.

Washington Has a Stake in PA Security Stability

The possibility of PA security forces turning against Israel would also create a major problem for the United States. Washington has spent years supporting professionalization and reform within Palestinian Authority security institutions. The U.S. Security Coordinator’s stated mission has included strengthening Israeli-PA security cooperation and building Palestinian forces capable of countering violence.

U.S. State Department reporting has also documented cooperation between Israeli and PA security forces against Hamas, Palestinian Islamic Jihad, and other terrorist organizations. Palestinian security forces have arrested terrorist operatives and people suspected of preparing attacks. That history makes Katz’s warning particularly significant. A broad collapse of that relationship would reverse a security framework Washington has long worked to preserve.

Israel therefore has two interests that must be held together. It benefits when Palestinian security forces act against Hamas and other armed groups. At the same time, Jerusalem cannot allow those same security institutions to become a military threat against Israeli communities.

That balance also connects naturally to “Jared Kushner Gaza Plan Hinges on Disarmament.” Kushner argued that Gaza’s proposed technocratic government cannot function while armed groups retain military power outside civilian authority. Judea and Samaria present a different political and security situation, and the Palestinian Authority is not Hamas. Yet the underlying principle remains relevant: legitimate governance requires weapons to remain under accountable control rather than becoming tools for attacks on civilians.

Sovereignty Requires Control of Armed Power

The United States and Israel share a fundamental principle in their national traditions: government exists partly to protect life and maintain lawful control over organized force. America’s political covenant emphasizes ordered liberty under law. Israel’s covenantal responsibility includes defending Jewish life and preserving sovereignty in the Jewish homeland.

That does not mean every security dispute requires war. In fact, functioning Israeli-PA security coordination can help prevent precisely that outcome. American efforts to professionalize Palestinian security forces were built on the assumption that organized security institutions should suppress terrorism rather than participate in it.

Katz’s warning addresses what Israel regards as the most dangerous possible breakdown of that arrangement. October 7 demonstrated what can happen when an armed enemy gains time, weapons, organization, and the element of surprise. Israeli leaders have repeatedly said they will not permit another border or front to develop under the same assumptions.

The standard Katz set is also important. He did not say Israel would launch a full-scale war simply because terrorism continues in Judea and Samaria. His statement referred specifically to PA security forces opening fire or Israel obtaining certain knowledge of preparations for an October 7-style attack.

That distinction should remain clear. The Palestinian Authority was not identified as responsible for Monday’s stabbing, and Israel continues to confront terrorist cells that operate independently of the PA.

But Israel’s warning is equally clear. If the institutions meant to provide security instead become part of an organized assault, Jerusalem says it will treat that change not as another isolated terrorist incident, but as a fundamentally different military threat.

After October 7, Israel is making clear that it intends to recognize that transition before an attack begins, not afterward.
