The familiar skirmishes between the United States and Iran have essentially established a set pattern of action. Iran violates the agreement by firing on ships, and the United States responds just to check a box, hitting places that don’t hurt in order to maintain the rules of the game with its infamous proportionality.
In response, the Iranians fire at targets in the Gulf with a relatively significant retaliation, and the Americans fold.
What is this, really? This is how the agreement is actually being written. The agreement isn’t being written in negotiations or on paper, but in practice. And in practice, the Iranians are proving they are the masters of the Strait of Hormuz, and the United States is accepting it.
