A Small Country, A Loud Statement

Finland doesn’t usually make headlines on Middle East policy. This month it did. Foreign Trade Minister Ville Tavio walked away from a multi-year, 20 million euro commitment to UNRWA, the UN’s Palestinian refugee agency.
His reasoning was short and sharp. Not a single euro of Finnish money would end up with Hamas.
What Is UNRWA, Actually?
Most people in the West have never heard the name. That’s part of how this agency has gotten away with so much for so long.
UNRWA, the UN Relief and Works Agency, was created in 1949 for Palestinian refugees specifically. Every other refugee population on earth falls under the UNHCR. Palestinians got their own permanent agency instead, one that’s now run schools, clinics, and aid programs in Gaza and the West Bank for over 75 years.
Here’s a detail that surprises people. UNRWA counts refugee status as hereditary. A great-grandchild of someone displaced in 1948 still qualifies today. No other refugee category anywhere works this way.

So How Deep Does the Terror Problem Go?
In 2024, Israel handed over evidence that 12 UNRWA employees took part in the October 7 massacre. UNRWA fired nine of them.
Then came August 2026. USAID’s Office of Inspector General referred more than 100 current or former UNRWA employees for suspension or debarment over ties to Hamas and Palestinian Islamic Jihad. A school principal was accused of operating inside a Hamas battalion. A social worker, caught on video dragging a hostage’s body into a vehicle, turned out to be an active Hamas operative.
A few bad apples, right? A hundred-plus flagged staffers across multiple investigations isn’t a few apples. It’s the orchard.
Did UNRWA know? Tavio pointed to “persistent risk-management failures,” and this was after the agency had already promised reform back in 2024.

What Finland Is Doing Instead
Finland isn’t cutting off Palestinian civilians. Aid is being redirected through other channels, including the World Food Programme.
That distinction is everything. Caring about people in Gaza and bankrolling an agency infiltrated by the group that murdered 1,200 people on October 7 are two different things entirely, no matter how often the two get treated as one.
An Old Line, Still True
This question isn’t new. Proverbs puts it plainly: “Do not withhold good from those to whom it is due, when it is in your power to act” (Proverbs 3:27).
Read the other side of that verse too. Withholding resources from those who’d use them for evil is its own form of doing good. Jewish tradition has never treated generosity and discernment as opposites. You need both.
Where This Leaves Us
Finland now sits on a growing list of countries taking a second look at UNRWA. Every government reviewing the evidence lands at the same fork in the road.
Keep funding an agency riddled with terror ties, or find another way to help Palestinian civilians, one that doesn’t hand resources to people who attacked Israel.
Supporting Israel these days often comes down to a simple question: where does your tax money actually go? Finland answered it.
But this is bigger than one country’s foreign aid budget. Every nation that claims to value human life has an obligation to trace its money to the end of the line and make sure none of it reaches those who kidnap children, murder families, and celebrate it on camera. Defunding terror isn’t a political stance. It’s a baseline test of human decency.
The world doesn’t need more statements of concern or carefully worded resolutions. It needs governments willing to do what Finland just did: cut the check, follow the money, and refuse to let evil operate on their dime. That’s how terror actually loses, one euro, one dollar, one country at a time.
